The Fi.Le – Filiera Legale 2 (Fi.Le 2) Project is an initiative co-financed by the European Union (ERDF) under the 2021–2027 National Operational Program for Security and Legality. With a duration of about five years, it was admitted for funding by a decree of the Managing Authority of the Italian Ministry of Domestic Affairs in November 2024.
The main objective is to promote the regular employment of workers and transparency in the agricultural sector, consolidating and expanding the activities launched in the previous PON Legality 2014-2020 program and providing businesses, workers, and institutions with advanced digital tools.
Benefits
- For the companies: it simplifies the recruitment of skilled workers and protects operations from legal risks;
- For workers: it facilitates secure and direct access to regular employment;
- For institutions: it provides advanced statistical indicators and dynamic maps for comprehensive knowledge of the territory and the fight against illegality.
The Territories
Fi.Le 2 focuses on the fruit and vegetable supply chains most at risk of potential illegal practices in agricultural labor in the Italian territories of:
- Foggia
- Rosarno
- Trapani
The Tools
The Project involves the creation of a Platform to match job supply and demand and a Business Intelligence System.
The Platform
It is an information system for the digital management of the agricultural job market. Companies enter their job requirements, and workers enter their availability to work.
Business Intelligence System
This is a an investigative survey model designed to support Italian enforcement Authorities in their territorial monitoring activities. The tool integrates anonymous aggregated data, including employment trends, economic indicators, satellite remote survey, and georeferenced monitoring. The system generates a composite indicator (Legality Index) capable of detecting anomalies in economic and production trends, identifying situations at risk of illegality or exploitation within the relevant supply chains.
